Mission Statement

The ETGPS department of the Ministry of Education and Training, guided by the principles of the counselling profession and government documents, and drawing from international instruments related to the field, advocates to build the whole person through the provision of such services as guidance, counselling, testing and health education.  To this end the department shall strive to ensure the existence of adequately trained full-time personnel and sufficient structures

Purpose

Guidance and Counselling is a cross-cutting service offered from primary to tertiary levels, ensuring the holistic development of learners. The department comprises:

Schools as Centres of Care and Support (SCCS)

The SCCS programme, led by the Ministry of Education and Training in partnership with UNICEF and MiET, addresses the impact of poverty, HIV & AIDS on children and their school communities. It promotes holistic support through psychosocial care, staff development, child protection, and career guidance.

What is the role of the Guidance and Counselling Department?

The department supports learners’ personal, social, emotional, and academic development. It provides psychosocial services, career guidance, child protection, and staff development across Eswatini schools.

What services are offered to learners?

  • Psychosocial support for orphaned and vulnerable children

  • Career guidance including subject selection and career fairs

  • Child protection through the toll-free helpline (9664)

  • HIV & AIDS education and peer support programmes

What is the toll-free child helpline?

The helpline (9664) allows children to report abuse confidentially. It has received over 5,000 cases since its launch in 2004. Guidance officers also visit schools to raise awareness.

Who can access counselling services?

All learners in primary, secondary, and high schools can access services. Teachers and principals are also trained to provide basic support and refer serious cases.

How are teachers supported?

  • Staff development workshops are held regularly

  • Training on psychosocial tools like “speaking books”

Which organizations does the department collaborate with?

Partners include UNICEF, SNAT, NERCHA, UNESCO, AMICAAL, Red Cross, Save the Children, Scripture Union, and others.
